University Hospitals of Morecambe Bay NHS Foundation Trust (UHMB) is a large organisation serving a diverse population of circa 365,000, spread across a largely rural area of over 1000 square miles of South Cumbria and North Lancashire.

We are a valued partner within both the Lancashire & South Cumbria Integrated Care System and the Morecambe Bay Integrated Care Partnership and have been given the opportunity for a once-in-a-generation investment in a new hospital being developed through the Government’s New Hospital Programme.

Main duties of the job

We know that our workforce are the key to delivering the best possible outcomes for the patients and people that we serve.  The Chief People Officer has a crucial role to play in transforming People & OD services at a time when workforce risks are some of the greatest challenges facing the organisation.  As such, they will lead on the development of a People & OD strategy and plan that effectively meets the employee resourcing requirements, delivers modern and effective clinical services and continually improves colleague experience.

To succeed in this role, not only will you need to have a clear vision for optimising colleague contribution and experience, but the ability to inspire and motivate others to join you on this journey.  An outstanding communicator and influencer, you will build key relationships internally and externally, providing independent advice to the Board as required, and creating a responsive, transparent, inclusive culture.

As the Board lead for equality, diversity and inclusion, you will champion and drive equality across the Trust, and will role model the compassionate, people-centred leadership approach at the heart of our Trust ethos.  You will need to couple these with the tenacity and commitment required to deliver against our key risks and challenges.  In return we will support you as you take the next step on your professional journey as part of an ambitious, collaborative and values-driven Trust Board.

Working for our organisation

We operate from three main hospitals - Furness General Hospital (FGH) in Barrow, the Royal Lancaster Infirmary (RLI), and Westmorland General Hospital (WGH) in Kendal, as well as a number of community health care premises including Millom Hospital and GP Practice, Queen Victoria Hospital in Morecambe, and Ulverston Community Health Centre.

FGH and the RLI have a range of General Hospital services, with full Emergency Departments, Critical/Coronary Care units and various Consultant-led services.

WGH provides a range of General Hospital services, together with an Urgent Treatment Centre, that can help with a range of non-life threatening conditions such as broken bones and minor illnesses.

All three main hospitals provide a range of planned care including outpatients, diagnostics, therapies, day case and inpatient surgery. In addition, a range of local outreach services and diagnostics are provided from community facilities across Morecambe Bay.

Qualifications

Essential criteria
  • MA in HRM
  • MCIPD
  • Recognised Leadership Development intervention (e.g. MBA, Aspirant Directors Programme, Nye Bevan, Ready Now, etc)
  • Evidence of continuing professional and leadership development
Desirable criteria
  • Masters qualification
  • FCIPD
  • Quality & Service Improvement (e.g. LEAN, Six Sigma, QSIR)

Experience

Essential criteria
  • Senior People & OD leadership experience in a highly complex and challenged organisation
  • Evidence of successful development, implementation and delivery of People & OD strategy
  • Evidence of effective partnership working with multi-agency stakeholders
  • Record of successful delivery against HR improvement targets
  • Leadership of equality and diversity function (or significant elements of them)
Desirable criteria
  • Previous HR Director experience in an Acute and/or Community Trust
